Building a System to Close the Achievement Gap
•Does the system provide an infrastructure that provides districts and schools with reliable, transparent, and timely data?
•Has the system developed coordinated, aligned systems for pre-service and professional development that provide leaders and teachers with the knowledge and skills to effectively use formative evaluation to intervene quickly when students are not progressing sufficiently?
•Does the system have a specific comprehensive policy framework for closing the achievement gap?
•Does the system have policies and intervention systems in place to promote the use of research-proven strategies and monitor their implementation and impact?
•Does the system evaluate policies and strategies to determine their impact and unintended consequences?
•Does the system build district and school capacity to use reliable information and data to drive targeted improvement?
•Does the system have fair, equitable, and consistent policies to avoid sorting students and ensure all students achieve high standards?
•Has the system defined what it means and how much it costs to provide an adequate education?
•Does the system provide guidance and support in selecting indicators to determine disparities in degrees of access?
Building School Leadership
•Has the system developed policies to promote the recruitment and hiring practices that address problems with the distribution of leaders, particularly in high need areas?
• Do preparation and professional development programs emphasize the core functions of high performing schools – curriculum, instruction, and student achievement?
